    An efficient algorithm for calculation of the Luenberger canonical form

    An algorithm is suggested to obtain the Luenberger canonical form for multivariable systems. The method computes the canonical form directly without having to compute the transformation matrix. In addition, there is a large reduction in the number of calculations. The reduced computations along with Gaussian techniques lend to greater inherent accuracy and the ability to refine the solution with additional computations

    Implications of a "Fast Radio Burst" from a Galactic Magnetar

    A luminous radio burst was recently detected in temporal coincidence with a hard X-ray flare from the Galactic magnetar SGR 1935+2154 with a time and frequency structure consistent with cosmological fast radio bursts (FRB) and a fluence within a factor of 10\lesssim 10 of the least energetic extragalactic FRB previously detected. Although active magnetars are commonly invoked FRB sources, several distinct mechanisms have been proposed for generating the radio emission which make different predictions for the accompanying higher frequency radiation. We show that the properties of the coincident radio and X-ray flares from SGR 1935+2154, including their approximate simultaneity and relative fluence Eradio/EX105E_{\rm radio}/E_{\rm X} \sim 10^{-5}, as well as the duration and spectrum of the X-ray emission, are consistent with extant predictions for the synchrotron maser shock model. Rather than arising from the inner magnetosphere, the X-rays are generated by (incoherent) synchrotron radiation from thermal electrons heated at the same shocks which produce the coherent maser emission. Although the rate of SGR 1935+2154-like bursts in the local universe is not sufficient to contribute appreciably to the extragalactic FRB rate, the inclusion of an additional population of more active magnetars with stronger magnetic fields than the Galactic population can explain both the FRB rate as well as the repeating fraction, however only if the population of active magnetars are born at a rate that is at least two-orders of magnitude lower than that of SGR 1935+2154-like magnetars. This may imply that the more active magnetar sources are not younger magnetars formed in a similar way to the Milky Way population (e.g. via ordinary supernovae), but instead through more exotic channels such as superluminous supernovae, accretion-induced collapse or neutron star mergers.Comment: 21 pages, 9 figures; submitted to ApJL; comments welcome

    The potentials of various sources of nonaerodynamic damping in engine blading are evaluated through a combination of advanced analysis and testing. The sources studied include material hysteresis, dry friction at shroud and root disk interfaces as well as at platform type external dampers. A limited seris of tests was conducted to evaluate damping capacities of composite materials (B/AL, B/AL/Ti) and thermal barrier coatings. Further, basic experiments were performed on titanium specimens to establish the characteristics of sliding friction and to determine material damping constants J and n. All the tests were conducted on single blades. Mathematical models were develthe several mechanisms of damping. Procedures to apply this data to predict damping levels in an assembly of blades are developed and discussed

    Improving Access to Essential Medicines: How Health Concerns can be Prioritised in the Global Governance System

    This paper discusses the politics of access to essential medicines and identifies ‘space’ in the current system where health concerns can be strengthened relative to trade. This issue is addressed from a global governance perspective focusing on the main actors who can have the greatest impact. These include developing country coalitions and citizens in developed countries though participation in civil society organisations. These actors have combined forces to tackle this issue successfully, resulting in the 2001 Doha Declaration on Public Health. The collaboration has been so powerful due to the assistance of the media as well as the decision to compromise with pharmaceutical companies and their host countries. To improve access to essential medicines, six C's are needed: coalitions, civil society, citizenship, compromise, communication and collaboration

    The viscosity radius in dilute polymer solutions: Universal behaviour from DNA rheology and Brownian dynamics simulations

    The swelling of the viscosity radius, αη\alpha_\eta, and the universal viscosity ratio, UηRU_{\eta R}, have been determined experimentally for linear DNA molecules in dilute solutions with excess salt, and numerically by Brownian dynamics simulations, as a function of the solvent quality. In the latter instance, asymptotic parameter free predictions have been obtained by extrapolating simulation data for finite chains to the long chain limit. Experiments and simulations show a universal crossover for αη\alpha_\eta and UηRU_{\eta R} from θ\theta to good solvents in line with earlier observations on synthetic polymer-solvent systems. The significant difference between the swelling of the dynamic viscosity radius from the observed swelling of the static radius of gyration, is shown to arise from the presence of hydrodynamic interactions in the non-draining limit. Simulated values of αη\alpha_\eta and UηRU_{\eta R} are in good agreement with experimental measurements in synthetic polymer solutions reported previously, and with the measurements in linear DNA solutions reported here.Comment: 19 pages, 14 figures, two column, Supporting Information added, to appear in Macromolecule

    Prevalence and correlates of achieving recommended physical activity levels among children living in rural South Asia—A multi-centre study

    Background: We report the prevalence of recommended physical activity levels (RPALs) and examine the correlates of achieving RPALs in rural South Asian children and analyse its association with anthropometric outcomes. Methods: This analysis on rural South Asian children aged 5–14 years (n = 564) is a part of the Chronic Disease Risk Factor study conducted at three sites in India (Chennai n = 146; Goa n = 218) and Bangladesh (Matlab; n = 200). Data on socio-demographic and lifestyle factors (physical activity (PA); diet) were collected using an interviewer-administered questionnaires, along with objective anthropometric measurements. Multivariate logistic regression models were used to examine whether RPALs (active travel to school (yes/no); leisure-time PA ≥ 1 h/day; sedentary-activity ≤ 2 h/day) were associated with socio-demographic factors, diet and other forms of PA. Multivariate linear regression models were used to investigate associations between RPALs and anthropometrics (BMI- and waist z-scores). Results: The majority of children (71.8 %) belonged to households where a parent had at least a secondary education. Two-thirds (66.7 %) actively travelled to school; 74.6 % reported ≥1 h/day of leisure-time PA and 55.7 % had ≤2 h/day of sedentary-activity; 25.2 % of children reported RPALs in all three dimensions. Older (10–14 years, OR = 2.0; 95 % CI: 1.3, 3.0) and female (OR = 1.7; 95 % CI: 1.1, 2.5) children were more likely to travel actively to school. Leisure-time PA ≥ 1 h/day was more common among boys (OR = 2.5; 95 % CI: 1.5, 4.0), children in Matlab, Bangladesh (OR = 3.0; 95 % CI: 1.6, 5.5), and those with higher processed-food consumption (OR = 2.3; 95 % CI: 1.2, 4.1). Sedentary activity ≤ 2 h/day was associated with younger children (5–9 years, OR = 1.6; 95 % CI: 1.1, 2. 4), children of Goa (OR = 3.5; 95 % CI: 2.1, 6.1) and Chennai (OR = 2.5; 95 % CI: 1.5, 4.3) and low household education (OR = 2.1; 95 % CI: 1.1, 4.1). In multivariate analyses, sedentary activity ≤ 2 h/day was associated with lower BMI-z-scores (β = −0.3; 95 % CI: −0.5, −0.08) and lower waist-z-scores (β = −1.1; 95 % CI: −2.2, −0.07). Conclusion: Only one quarter of children in these rural areas achieved RPAL in active travel, leisure and sedentary activity.
